قُلْنَا: لِمَنْ؟
We said: To whom?
قَالَ لِلَّهِ وَلِكِتَابِهِ وَلِرَسُولِهِ
He said: To Allaah and His Book and Mis Messenger
وَلِأَئِمَّةِ الْمُسْلِمِينَ
and those in charge of the affairs of the Muslims
وَعَامَّتِهِمْ
and their common folk
