If you would like to learn Italian, and if you think you could, then you should learn this tense. The conditional refers to events dependent on a condition being fulfilled. I've rendered it here as 'would...' but in English it equally applies to 'could' or 'should'. ('I would love to learn a foreign language, but I have no time' - 'Really? You should revise on-line when you're in a queue or on the way to work').
